87 Grand Am SE V6 Idle Issue

My 87 Grand Am SE 3.0 V6 idles around 2000 rpm when I start it. It eventually goes down after driving it and getting it up to operating temperature when I restart it. So far the TPS sensor, Idle Air Control Valve and the MAF sensor has been changed and it's been adjusted numerous times with no change. Can anyone give me some ideas to check to fix this?
 
Have you referred to a manual to determine what the cold idle speed is supposed to be?

One site I found listed 2k for cold idle as normal

Find a Hanes or Chilton manual, to pass emissions standards many vehicles had high cold idle.

I bought a huge service manual for the car, I'll have to skim through it and see what it says.
