92 sunbird hissing noise behind the dash

I have a constant hissing noise behind the climate control and radio, it's on 24/7. It still hisses with both heat and ac on, it seems to get louder when the brake is pressed. I not sure if it's the heating actuator or not.

you have a vacuum leak, loose or broken hose perhaps
