93 pontiac grand am overheating not the water pump not the thermostat?

when it runs the temp gauge says its over heating but it doesnt have the steam stuff coming out of the engine, when i let it sit for an hour the temp gauge still reads very hot, could it be some type of sensor?
 
Is flow to/from radiator OK??
Is electric radiator fan working?
 
How did you determine the problem is not caused by the water pump or thermostat?
 
Grand Prix SE 3.1 V6 temp reading issues

Recently my 93 grand prix is having issues with its temperature reading as well. I replaced the temp sensor, the temp sending unit, and I needed to replace my low coolant sensor (that has been bad). I also replace my thermostat as well. The temp goes to redline and above, then drops to 280 or so, if I run the heat, it will drop to normal operating levels for a while. Is this a water pump issue? My fans do turn on. Could it be a relay for my fans (not turning on soon enough)? I released the pressure valve looking thing on top of the thermostat housing to see it any water was flowing. All I got was a hissing noise with no steam and no stream of water. Any help on this would be appreciated.
