93 sunbird starter issues

My 93 sunbird with 2.0 engine will not turn over, not even a click when the key is turned. I have full power everywhere else, the voltage at the starter tests normal. Any issues with the sunbird starter, it never gave any signs of going bad, no grinding, no odd noises. Is there any diagnostic I can do short of pulling the starter? I hate the thought of pulling the starter from underneath the car when that is not the problem.

the starter motor itself gets power from the solenoid. so i would check for voltage coming out of the solenoid. if you haven't done that. check the ground connection because if that is loose on anything electrical, it will not run. it has to make a complete circuit back to the battery in order to run.

as for issues with the starter, i have no idea.
