94 Grand Am steering wheel resists turning when car is sitting still or in tight turn. It is as though it hits a stop and then releases several times as you rotate the wheel. It is not as noticeable during normal driving.
 
is it noisy like the powersteering pump is low on fluid? it is possible the shaft that the pulley is on for the ps is busted and therefore the lack of assist.
 
The power steering pump is full and not making noise. However, if you raise the engine rpm the resistance in turning the steering wheel changes to a quicker interval.
 
could still be the pump try taking the belt off of the ps pulley and see if you can pull the pull away from the pump. if the shaft is broken it more than likely will pull right off.
