97 Sun Fire 2.2 Theft Detection activated

I am trying to help my father long distance to try and repair his car. I will try to explain best to my knowledge. Theft System will allow the car to start for couple min then turns off. I guess sending a code to cut gas or something. Blinking Theft System Light. He is getting the Code with a friends scanner p1629. He has replaced the ignition switch and added a fuse to some wire on the ignition switch. He has replace the fuse taken the fuse out with no luck he added the fuse 9 months ago with no issue until now. He has taken the steering wheel apart and check the wires. Can anyone tell me the location of the BCM please. Or a work around to this issue. I think it may be under the left/drivers side kick panel. He has a remote but no battery. If I get him a battery will this correct the issue? Any help would be appreciated. He is disabled. Thank you for your help.

So he replaced the tumbler and the key 7 months ago and yes he reprogrammed/relearned the key.
 
So if he did the relearn process and it was successful why does he have the resistor bypass?
Did he recheck the resistance after changing the cylinder?
 
Ok so from what I am understanding from him is 7 or 9 months ago the issue was the car had the Theft light blinking. He replace the key and tumbler and the car would run for about a week and stop. He would wait a day or so and the car would run/start again. So then he did the resistor hack and that fixed the car for about 7 or 9 months with no issue until now.
 
Oh he said he did check the resistor/resistance and it check out fine.
I am sending him that link you sent me with another one so he can check it again.
