98 firebird right headlights won't turn on

I recently bought a 1998 Firebird. It was in great condition but had just a few little problems that we've had to fix. One of the last ones is the problem with the headlights; the high beams and low beams on the right side will pop up, but will not turn on. I tried changing both of the lights, but they still did not work. Is there a relay or a separate fuse for the headlights somewhere? I could not find any fuses for it in the under-hood fuse boxes or in the fusebox in the dash.
Please help!

I checked the manual, but it was just like mine and there is nothing about fuses or relays for headlights.
 
Manual says HL are protected by a circuit breaker, not a fuse. They don't mention where the CB panel is though. The first place I would look is under the dash or behind the kick panel on the drivers side .

Did you try the voltmeter?
 
I did not try the voltmeter. I figured it was pointless because putting brand new lights in it didnt make a different.
 
well the new lights wont work if you have no current going to the bulb and they also wont work if you have a bad ground. So the voltmeter tells which of the two is going on.
 
Well i have a voltmeter, so i will try that tomorrow

Update:
We tried the voltmeter and found that the high beam has a bad ground. The low beam is not getting any power. Where are the wires and the ground located?
 
no light headlight

Because of the hideaway headlights constantly moving there is stress on the wire right behind the headlight. On my car I found a bare spot on the wire were the insulation had wore away from rubbing on the radiator support, and it was grounding out.Take the headlight out and look at the wires behind it and follow them with your fingers as far as you can to look for wear spots.
