98 wont start or even turn over..help!

well i got this car 4 days ago and it needed a new battery i jumped it started right up but i tested the battery and it had a dead cell..the car started/ran/drove perfect..i let it sit 3 days in the cold and got a new battery today witch is fully charged and now my car will not start or even turn over..theres a relay in front right by the radiator that clicks but nothing else..the theft light is lit up and dosent blink or turn off..i think it has something to do with the passlock anti theft stuff...any help would be greatly appreciated thanks.
 
try leaving the key on the run position for a little over 10 minutes, then turn it off for a few seconds and try starting.
 
did you take a volts reading on the battery? do the headlights look like they are dim?

the battery is new it reads around 13 not running this is not the issue.
 
what reading do you get at the starter solenoid when attempting to start and do the headlights appear to have the normal brightness?
 
the headlights appear to stay the same .i havent tested it at the solenoid..the car wont even crank..
 
jumped the started relay from the battery and it cranks over and dies..probally due to the fuel injectors being shut off due to the POS passlock anti theft system...

You did check the fuse boxes for any blown fuses? The battery cables are tight? If you have no voltage at the starter solenoid it wont crank.
