'99 lunges, brakes quit then "catch" again

Sometimes when I depress the brake pedel while turning and coming to a stop (approx. less than 10mph), my 1999 Grand Am 3.4 V6 will quit breaking for a second and make a scraping/tapping sound, lunge forward, and then the brakes catch and work normally, bringing me to a complete stop. Definitely sounds like it is coming from the front, possibly the passenger side disc brake.

Any thoughts? I've search high and low to no avail.
 


Basic brake system taken from google. Rotors (and drums but you should have all rotors), brake pads, calipers, brake lines, brake pedal, brake fluid, (air that's not supposed to be in the line [ie bad])n ect. check these things.
