'99 Pontiac Sunfire- AC wont work unless I'm driving, what's wrong?

Ok i have a '99 sunfire Pontiac and the AC gets cold, but only while I'm driving... Whenever i stop at a light or in traffic something sounds like it kicks off and my AC gets hot and my car starts to over heat. I don't know what could be wrong, is it my AC or a fan or something else?? and how much do you think it would cost to fix?

when you drive the rpms of the engine are much higher. Thus the a/c compressor pumps and circulates the freon around an then your a/c gets cold.
Most likely you are a bit low on freon, or R12 or R22 or whatever type is circulating in your car right now.
 
Make sure the radiator fan is working. Also make sure the radiator fins aren't full of leaves etc.
