My Pontiac sunbird is scheduled for a/c compressor replacement with me providing parts, the garage with the labor. Now when I use the vent button on my car, smoke comes from the hood area. Is this part of the compressor not working? And could it be needing a belt for the vent?

The compressor is frozen. The smoke is coming from the belt spinning against the frozen pulley.
Get a belt from a parts store designed for the same motor WITHOUT AC.
Take off the belt and compressor and put the new belt on. This will work until you get a new compressor on.
Bring the old compressor to a junk yard and get a replacement.
Put the replacement compressor on, put a NEW belt on to replace the burnt one.
Take the car to an AC shop and have them evacuate and recharge the AC system.
You can do this yourself with a few wrenches.
Good Luck
