A/C only works on settings 4 and 5

2003 Grand Am. A/C only works on settings 4 and 5. Settings 1, 2 and 3 get nothing, no fan, no cooling. Switched out the controller, that did not fix the problem.
 
I am unsure if grand am's have the same wiring harness as grand prix, but when I had a grand prix I had this problem and it was actually my ignition harness, and come to find out a very common problem with grand prix. Nothing would work except on high, and if wasn't on high my auto lights didn't work. Just throwing in my .02

i have the same problem only blows on 4 and 5 , where is the resistor located?
 
Under the dash on passanger side. By the blower motor.
 
Thanks for this thread via search. I have exact problem now. Replaced resistor pack on my Ford like that but wasn't sure about the Grand Am setup.

The answer is no on the ignition switch btw. In case anyone comes back and thinks it is.
