concerning the history of seat belts for the rear, it looks like 67 was the first year it was offered and became mandatory in 68 http://www.secondchancegarage.com/public/seat-belt-historya.cfm
I doubt you will find a recommend exact place to drill but obviously it should be in line with the separation of the seat back and seat bottom. I would also recommend adding some steel plate as a reinforcement under the car to increase the load area, you dont want the bolt ripping out of the sheet metal in the event of an accident.
We got the belts installed. The front center we piggybacked on the inside anchors of the two stock front belts. In the rear it tuned out there were dimples in the floor where it was good to mount the belts.
I drove the car around a bit. It has loads of torque and just wafts along. Whatever is on it for mufflers make a lovely rumble....not too loud but enough to suggest plenty of v8 power.
I dropped it off to see if the tire guys can make the tires better. I'll pick it up tomorrow.
