Brakes won't bleed on a 97 Sunfire

A bit of history so everyone understand the problem.

The entire set of brakelines has been replace from the hydraulic modulator to the rear wheel. This includes the small rubber brake hoses on the rear subframe and the driver's side wheel cylinder. The passenger side wheel cylinder is fine and I was able to bleed it. Also the front brakes have not been touched. The master cylinder and hydraulic modulator were removed as an assembly when the lines were removed. Now that everything is back together the passenger rear wheel bled just fine but the driver's side wheel cylinder won't bleed. I also noticed that the rearward bleed screw on the hydraulic modulator won't bleed. The front bleeder is just fine. I did follow the instructions in the book and primed the system as the book states. Any help would be greatly appreciated. Thanks.
 
What method of bleeding are you using, gravity, pressure, an assistant pumping pedal? Did you disconnect the line and try blowing air through it?
 
An assitant pumping the pedal. The line itself is clean but there may be something in modulator. It isn't throwing any codes but I'm almost positive that if the rear bleeder on the modulator would bleed then I would be in good shape.

I would think one of the seals on the master went bad and cannot create enough pressure..I only came aross this once in my 20 years and i was not the one working on it at my shop at the time.i should of asked him what it was but i was busy on a diff car..
