Cooling fan

2004 Sunfire, 4 cylinder, automatic. Engine cooling fan does not turn on automatically when the coolant temperature increases. I think 190 is normal temp and the fan should kick on sometime closely above that. The fan will run when the AC is on, as it should and I checked the relay in the heater relay socket and it is good. The car has an actual dial temperature guage in the dash and it seems to be reading the temperature accurately. My question is: does the temperature sensor in the engine block send the signal to the dash guage and also to the fan to engage, it seems that it would, why would they use multiple sensors? Could it just be a bad sensor and I'm really not getting an accurate temperature reading?
 
the fan wont kick on till about 210
