Ctsy fuse keeps blowing

I have a 1994 pontiac sunbird le and the ctsy fuse blows after a few seconds,before it blows it makes a whining sound,the only thing i can think of is a door lock solenoid is stuck.

Before i start pulling the dash apart and disconnecting the power just like a second opinion.

The problem was the horn,disconnected it and no more fusing blowing,the whining sound was the horn going bad drawing too much current.
