Dash lights- fuse panel?-1950 Silver streak

I am the proud (new) owner of a 1950 Silver Streak 4 door 6. (Canadian model)

Just got the car, I have no dash lights, I thought "Well I'll check the fuses"

The owner's manual (Yes, it was in the glove box) tells me where the fuse panel is "On the right side of the steering column" or "on the engine side of the dash panel" (Lists two fuse panels) However, after an hour of searching... I can't find one!

For the life of me, I can't find the fuses. PLEASE! can anyone help me?

What i found

I looked at a wiring diagram and found 3 fuses under the dash, just next to the light switch, 1 of those 3 fuses is labeled "Extra", as for the rest of them, they should be under the hood slightly towards the passenger side, check to see if some may have replaced them with circuit breakers or something, which look nothing like fuses ...
