Does a new BCM have to be programmed by a dealer?

If the BCM requires replacement, does it have to be re-flashed/programmed by a GM dealer? I've heard both ways about this issue.

i would say yes it has to be programmed. First because it doesnt know the VIN and second some functions were optional such as cruise control and the BCM has to be programmed to recognize those options.
