Driver Side Fuse Panel Access

Related to my earlier post, I know have a short or other wiring problem somewhere in the bundle that comes just off the back of the interior fuse panel on the driver's side. I cannot for the life of me figure out how to gain access. It almost seems like complete dashboard disassembly and removal but that just can't be right, can it? I've currently got the upper dash removed because I thought I could just pop out the piece under the steering wheel, but it looks like it is all one piece for the lower panel. What am I missing? I was unable to find an exploded view for this particular piece of trim, so if someone has that, it might be helpful. Thank you for reading.
 
For anyone following this saga, I found the answer in typical fashion. After I had the dashboard nearly completely disassembled, I took a good hard look at the fuse box, thinking to myself that there is no way this should be this difficult. The light bulb went off and I was able to push the fuse box itself in towards the steering wheel, and then drop it and wiggle it out to gain access to the connections behind it. No dashboard disassembly is required at all. Awesome. So now I need to cool off (temper and temperature) for a bit before heading back out and hoping I can remember how I took all that crap off.
