DRL relay and module

Help please! My wife has had enough of my procrastination and this problem doesn't seem to be going away on its own :D
Her car is a 2003 Sunfire and the low beam lights don't work anymore but the fog lights still come on. The bulbs are good and I have found the DRL relay but don't know how to test it and I don't know where to find the DRL module or even what it looks like.
So, can someone please tell me how to test the DRL relay to make sure it's OK? (This stupid Haynes manual tells me to do it but doesn't tell me how to do it.)
Next, if the relay checks out, I need to locate the DRL module. I need to know where to look and what it looks like.

Wow nobody? I've googled and found lots of the same type of question on sites like ask.com and answer.com but nothing for the 2003 year. I thought this was a fairly common problem.
 
So I'm still messing with this problem if anyone happens by that knows something. It's getting dark early up here now so I've got to get this figured out.
GM dealer told me that there is no drl module on this car, that it is in the combination switch, so installed a new combination switch and that didn't make any difference.
I've noticed that I have power at the low beam and high beam bulbs but only the high beams work. Go figure! The bulbs are good so if there's power there, why don't they light up?
 
Check the grounds on the low beams.

The strange thing is that there is power to the bulb in both wires but the bulb doesn't light up. With the highbeams there is also power in both wires and the highbeams do work.
Same situation, yet one light works and the other one doesn't. How is that possible?
