Firebird 400 front bumper

Hello, I am new to this forum and I am restoring a Firebird 400 and need some help with the front bumper. Mine has about 3456 cracks in it and I need someone to tell me how I can repair it so as to eliminate them when I repaint. Is there a filler out there that can be used that will stand the flexing of the bumper? Also can one use flex agent in the primer when you get to that point?
