Fuel pump not receiving signal from relay to start pumping

99 SE 3400. Replaced fuel injectors. Car cranked but no start. Disconnected fuel line and verified that no gas was being pumped. Swapped good horn relay for fuel pump relay. Still no gas. Put in new relay. Still no gas. Fuse is good. Hot wired the relay. Fuel is now being pumped. Car starts and runs good. Reinserted new relay. No gas being pumped. Went back to hot wire. Car runs! Before injectors were changed I had a misfire cylinder 1 code. After new injectors were installed and hot wiring the relay, the car runs good with no codes.

I've tested 3 relays and they all click, however since I'm working alone, I had to remove them from the fuse box to test them. I will set up some extension wiring so I can test the relay while turning the key to on so I might be able to hear the click. Perhaps this diagram of the testing I've done will help!
