Fuel pump relay?

I have an 84 fiero with the 2.5 in it. New tune up including fuel pump. However, It wont start on the first time. I will turn the key to the on position and I don't hear the fuel pump run, when I crank it over the injector does not spray fuel as well. However, if I crank it for a few seconds, turn it off, and do that 3 times, after the 3rd time the pump turns on and on the fourth start the injector starts spraying and it starts up fine. I'm not sure if it could be the fuel pump relay or something, any ideas?

The fuel pump relay is bad. The reason it starts like it does is because the oil pressure switch has a bypass inside of it that when oil pressure goes higher than 10 psi it will allow power to the fuel pump.
