Handbrake repair or replacement needed

A brake tech told me that the reason my handbrake is useless is because of a broken spring mechanism in the lever or underlying assembly. He told me that a spring was broken, that none were available through parts stores like AutoZone or O'Reilly's.

Can you tell me what the part is called, how to access it, and what to look
for at a salvage yard?
