headlight problems ...99 pontiac sunfire?

i have a 99 sunfire and when i turn it on the daytime driving lights blink really fast until i turn the headlights on. i tried replacing the headlight switch only to still have the same problem. the left turn signal indicator on the inside stays also. as long as i turn the lights on everything works fine. please help ....thank you

did you check to see if any of the bulbs are burnt out
