Headlights dont go up and down

What's the procedure to identify why the headlights don't operate? Lights come on, but motors don't engage. I can manually crank them up and down. Can't find this information in the Haynes manual.

Did you try a voltmeter at the motors to see if they have power?

Haven't tried anything. I guess that's step one. If the motors have power, then what?

check the relays and connections

What year is the car ?
84-86 are different from 87-88, the repairs will be completely different.

Its an 85 SE

I would try the distribution relay on the drivers side inner fender first.
