Hot while driving, cold when stopped...heating issue

So I have a 2009 Torrent and the heater goes cold when I stop. At 2000 rpm it gets warm and at 2500 blows hot but once I stop its ice cold.

I've changed water pump, thermostat, topped up coolant, bled, burped the system and same thing happens.

Any suggestions?

Have you flushed the heater core?

No but feel like I'm about to.

It sounds like a weak water pump, but you say you have already replaced it. But I have found that in the last few years that even if it is new, does not mean it is a good part. Unfortunately
