do i just pull it out or do i have to take the panel off then unscrew stuff? or something else?

It would depend on which part of the lighter assembly you need to replace ..
if its just the element it just plugs in (you probably knew that) but if its the socket you need to replece you would need to remove the panel it is attached to and unscrew it from the panel ( it usually has a cover that screws on from the back side of the panel)to the part that sticks through the panel ..
you can usually put your thumb into the part that holds the removable (element) part and twist the rear part off like a screw...
