There is a port on the fuel rail which has a screw on plastic plug. Underneath is something similar to a tire valve. On a COLD engine you can relieve the line pressure by depressing the valve. Unclear what you mean by you cant get it off, one end is probably a screw on fitting and the other end is a plastic connector with a clip. Unscrew the fitting and carefully remove the clip.
