Had car looked at 2 times. First shop put new O ring and filter. Pressure still forces oil out of the filter. the next shop said to get a new oil pump is this the only way

If the engine has had the pump replaced with an aftermarket one previous to you owning it it may have a high pressure pump that would explain the pushing oil out of the filter .. but a stock pump should NOT have enough pressure to do that ..
if the oil pressure reading is in the Normal range on the guage 20-80 psi and not pegged at start up i would keep looking for another issue like a crack in the casting of the filter housing ...
