Idle not kicking down

Just replaced carb with a rebuilt Quadra jet on my 71 lemans sport 400 4 speed , set idle to 600 , after driving when come to stop doesn’t want to return to 600 , about 1000 . I am thinking it’s return spring or throttle cable ?

Or the throttle blades are sticking or hitting the base gasket.

Check you choke and linkages also.

found idle return bracket has multiple holes , also wire wrap on intake rubbing , all good now . thx
