Ignition Problems please help!

I recently replaced the Ignition Lock Cylinder in my 2002 Grand Am. ( the old one wouldnt turn so I had to drill it out of the Ignition switch) after hooking everything back up the way it was when I reconnected the battery cables the car keeps turning over trying to start. after a few minutes of doing that it stops, but all of the lights and radio are still on and the key just turns like it is not being read? I read about doing the "10 min reboot" for the theft lock but the security light never came on blinking? its like the car thinks its in the "on" position but, wont read the key to turn it off. Any ideas?
 
is this procedure you followed for the relearn?

12. Finally we will need to allow the Passlock system to relearn your key. This is a simple process. Simply insert your key and place in the ON position. It will take about 10 minutes to relearn, when finished the security light should blink and the vehicle should chirp 3 times...

13. After 10 minutes attempt to start the car, generally it will start after the first relearn, but it could take as many as 3 relearn cycles for the system to program the key with the sensor.
 
Yes that is the system I would have followed, except that I never got to that part, basically I unhooked the battery while replacing the lock cylinder since I was messing with the wiring, and as soon as i hooked the battery back up it tried starting up, the security light does not blink when i turn the key into the on position, but I did try just turning it to on and leaving it in for 10 minutes hoping it would read it, no such luck.
 
Also when the battery is hooked up all of the inside lights and radio stay on as if the car is on?

recheck what you did making sure you didnt break or pinch a wire
 
I have check and recheck the hook up about 5 times now and can't seem to figure out what the problem is, the only thing I can think of is when initially turning the car on I didn't see the security light blinking and turned the key back off causing the system to not reprogram correctly, but I am not sure how to get back to the steps to reprogram the new key?
 
Thank you, but as I said before I have done everything on that list atleast 5 times. The security light never comes on after leaving the key in the car for 10 minutes, I guess I am needing help more on my battery side meaning, I cant figure out why all of the lights and radio are on when my battery is hooked up even with no key in the ignition. I will be working on the car some more tonight with hopes that I can get it reprogramed but I am thinking the whole computer needs reprogramed now.

Clear your codes and see which returns. Possable faults could be leaking injector(s) when eng shutoff . Going into clear flood mode would help unflood eng. Or a out of wack temp sensor. If the code for the TPS comes back It needs to be checked with a scanner or dvom meter.
