instrument panel lights went out

I have a 91 formula. My dash gague lights went out. All the fuses appear to be ok. There is a black wire hanging from the fuse panel. Could this have popped out from somewhere?

the wire serves some function but have no way of knowing if it is related to your dash issue. Can you trace where the wire is coming from? Maybe an obvious question but you did check the dash dimmer switch?

The dinner switch is the first thing I've checked. I read other posts that said it's a ground wire but I don't know if that's why my dash lights are out

do you have a voltmeter or test light to see whether the fuse box location with the 5 amp instrument panel fuse has power going into the fuse?

No. I don't have any of those things. The lights were working fine then all of a sudden they went out

without basic tools, a test light or volt meter, how are you going to trace down the problem? A test light is maybe a $20 investment.
