Is it true that a 1969 firebird coup with a 400 engine could have its power reduce.?

I have a 1969 firebird poniact and was told by him that he reduced the power of the car.but i didnt know that it could be possible.i was like 13 when he passed away but it was going to be my car and i dont know if or how he had reduce the power of the car my mom doesnt know but my 2 brothers were told the same so when i got it at age 16 i could handle the power.thanks for any of your help.

There are many ways to reduce the power of a car, timing, throttle movement, etc. Nobody can tell what, if anything, was done to the car without seeing it.
