Lights on my 85 Fiero

Everytime I turn my headlights on the lights pop up and turn on but after 5-10 minutes, the dash lights don't work, when you go to put them down by turnig off the lights, they won't go down. After checking the fuse the fuse is blown and when you put a new one in, the fuse sparks but doesn't blow and the lights go down and now you can start all over again with the same issues. Sounds like your relays could be bad. You can order them from your local advance auto parts for around 20$ each?
