Looking for 1968 Lemans - VIN help

Looking for some help here. I’m trying to find my dad’s first car a 1968 Lemans to track it down and at least see if it’s still out there somewhere. To start, I was able to find old insurance forms which give the VIN as 28737P022035. Looking into vin decoding, it seems like the “87” should actually be “37” and the last 6 digits should be over 100000. Is there anything I’m missing that might mean the VIN on these forms is actually correct? Obviously it’s going to be a long road if the VIN I have is incorrect. Thanks in advance.
 
most likely the VIN would have been 237378P122035 or 237378P622035. The 6th digit is 8 for 1968 and the 8th digit would be 1 for a V8 or a 6 for a 6 cylinder. Even with the correct VIN the chance of finding the car is low due to privacy laws not allowing DMV's to disclose information. Good luck in your search.
