low voltage from pcm

I have a 1999 montana. I was driving yesterday and the van died several times. I was able to restart the van. Once I shut it off for about an hour it would not start. The fuel pump was not clicking on so I thought I had a bad fuel pump. Before I went any further I did some trouble shooting and realized I'm only getting 4 volts to fuel pump relay. I jumped the relay and still wouldn't start. I checked a few other thing. The fuse for pcm was only getting 2 volts. I left the ignition on so I could check a few more places. All of a sudden the fuel pump kicked on and I had 12 volts to everything and van started. I shut it off and tried to turn out back on and it was back down to low voltage. Leave the key on for a while and would kick back on after a bit. Radio and all the bcm fuses have 12 volts all the time just nothing from pcm end. Do I have a bad ground? Faulty wire? Or bad pcm? Any thoughts would be greatly appreciated thanks.
 
I would suspect either bad ground or perhaps bad ignition switch.
 
I cleaned up a few grounds and it seems to be working now. Hopefully I got the one I needed.
