What's going on? I started it up, it idled at about 1, then when I went to check on it about 15 minutes later it was at 3RPM...and something smelled like it was burning. Car has 104,000mi
You mean you let it sit at idle for 15 minutes? If you do this regularly (ie let it warm up just by idling) then you will damage the engine.
It smells like its burning because at low (idle) speeds the engine runs rich (high fuel/low air mixture) whereas normal driving within the rev range it runs lean (high air/low fuel mixture).
The engine is struggling to draw air through so the cars' management systems are revving it to 3000rpm to prevent it stalling. If you drive the car normally (from cold) then it will not do this.
