My 99 Pontiac Grand Am SE is dumping water! Why?!?

Ok. Sometimes my 1999 Pontiac Grand Am SE will dump all the water out of the overflow hose when I shut my car off! It will be fine and not overheat or anything, but as soon as I shut my car off it will dump all the water! My uncle already checked for air in the lines and replaced my coolant temperature sensor. My cousin replaced my thermostat a few weeks ago too. Yesterday I drove 25 miles and it was fine. But when I drove back home another 25 miles...when I turned my car off it dumped the water. Could the thermostat still be bad? My uncle and cousin don't think its the head gasket because there is no water in my oil. Also, my fan belt will squeal for a little bit until my car warms up...and sometimes when the fan belt will squeal my steering wheel locks up a little bit. Is the tensioner bad? What is happening!? I'm so mad! I need my car back!
 
is the engine running hot when it dumps the water, what does the temperature gauge say, did you replace the radiator/ overflow tank cap?
 
you said fan belt. do you have an electric fan? engines over heat at low speeds w/o the fan.
