odd issues radiator fan

i have a 2.4l 1998 gt sunfire and the radiator fan will not kick on with out the a/c on if i turn the a/c off the car will get hotter then i thank it should be any ideas on how to fix this

Sounds like the temperature sensor for the fan needs replacement
