overheating after radiator change

Just change radiator on the 4th of July morning with an all aluminum one, when sitting at light or idle it shoots up 220 or higher depending on traffic. Checked fan not coming on, jumped with toggle and fan works. how do I test relay and didn't know how to bleed system, confused:

1994 se, 2.3 sohc quad 4 cyl, also noticed a oil leak on timing chain side being slung around by belt and pulley system since she sky rocked to 280 temp
