Overheating issues on an 01 aztek

Hello. I have a 2001 Pontiac aztek that I use as a spare car. I was driving it today, and I realized that the car overheats when I'm driving under 20 mph. The electric fans are working, and I have plenty of coolant. There don't seem to be any bubbles in the system, and the temp gauge is not acting like there are any bubbles (I daily drive an MG, so I know what a bubble in the cooling system looks like). When I start driving faster and bringing the revs up the temp goes down. Has anyone else had this issue? Thanks.
 
Is the radiator airflow blocked?
Does the engine coolant look clean?
What temperature do you see?
