Passlock cuts off what???

I am putting this in the Grand Am forum because it always seems to have the most people viewing it. However, the question is a general question about passlock (please don't flame me).

I keep reading that it cuts off the fuel system. Does it ALSO cut off power that results in spark? Meaning, if I don't have the fuel pump kicking in AND I don't have spark, is passlock still in the running as being the problem or can I eliminate it because of the "no spark"? The gas guage also does not work and I don't have power to the little fuses in the fuse box in the engine compartment, one of which is the PCM fuse. Curious if they all fit together somehow.

Specifically, I am troubleshooting a problem with a 2004 Sunfire under another thread "no fuel, no spark, I'm stumped" but wanted to ask a general passlock question since other people might be searching for "passlock".
 
Without year and model its a guess. The car might start and run for a couple of seconds on some systems. It is possible that the ignition cuts the spark if there is no fuel pump. You need to figure out why the pcm has no power.
 
I thought maybe they all worked the same. I had a 2004 Sunfire in mind while writing the post.
 
In re-reading, I did put the year/model in my original post.
