The installer should have adjusted it or the rebuilder did a poor job.
Have you or the shop checked what code is causing the light to be on?

Is a failed choke pulloff or choke thermostat/relay possible?

You stated it's running rich, all the time, when cold, when fully warmed up?
How do you know it's running rich, black smoke out the exhaust?
When fully warmed is the choke completely open?

Had a stuck linkage to the choke pulloff. Seems choke was stuck. Seems a lot better now. Less emission fumes. Started up much easier also.
Still needs adjustment and tune up. Thanks for all your help.
