possibly locked

hi folks i have an 01 sunfire that will not start ,,when i have the key on half way all power and gauges work but when i turn the key i have no power at all and in the dash there is a car with a pad lock over it ,,is it possible to have the system locked i know some cars have a safety switch of some kind but i cannot find one on the sunfire thanks in advance

Do you have another key to try? Do you have the owners manual? Your car has a Passlock security system. Look at page 2-17 in the attached link.
