Power assist steering, 04 Grand Prix GTP

I am new to the site, I will need to get some pictures up and I will do that soon. I have an issue with my power assist steering on my 2004 Pontiac Grand Prix GTP, yes it is supercharged. The power steering is very hard to turn the wheels, when it is going down the road it is ok,but sitting still it is very hard to turn the wheels left or right. The car was hit in the front, the power steering pump was checked and the pressure is ok, the fluid has been changed twice. I had a person put the TECH 2 scanner on it today, he said that he will check into it, he thought that there was a learn setting for the power steering assist, not sure. I thought the power steering assist was on the rack & pinion? I wonder if the rack & pinion has a bent shaft? just trying to eliminate some things before I am pushed to change the rack & pinion? Any thoughts will be very helpful.

the steering will be ok without power steering going down the road cause the tires are moving...

True, the steering is ok going down the road, but when the car is setting still it is almost dangerous to try and make a turn. I have not had a chance to look into it further, my feelings are it is in the Rack & Pinion. Just the way the car acts, I do not feel it is a power assist unit outside of the Rack & Pinion.

well when you turn the wheel, does it feel like a binding? Is always hard to turn, or just in different places when your turning the wheel?

The power steering is hard to turn when the car is setting still. No matter if you give the motor a little gas or not the power steering will not turn freely.

Just a note, the car was sitting for over 2 1/2 years as it only has 12K on it, maybe something inside is stuck or gummy?
Feels like the power assist is not working. I have notices on very slow turns AT TIMES if feels like turning one way or the other it turns freely,but not all of the time, "feels like some sticky spot, or binding spots at times when you turn". I am tempted to try and remove the Rack & Pinion, but if I do I am still not sure that I can find the problem. If there was always an issue on a left or right turn then maybe I could detect the problem a little easier. It just turns very hard, if you turn the steering wheel very slow, the wheels will turn, but not very fast at all. I have NEVER tore into a Rack & Pinion, not sure if anyone else has or not?

I still feel that something is bent causing it to bind and not allow the power assist to work for some reason, that is why I posted this on the forum as this is a little unusual to say the least. The car was hit and the drivers side tie rod was bent, all I did was replace the tie rod.
