Problems with A/C Vent selection

Thanks. I want to relay some more info before I buy the part. I can manually move the lever and the air seems to blow out the different vents accordingly. I guess this means the door itself is fine. When I manually pull the lever all the way down, I get air out the front vents only. While in this position, if I turn the switch to defrost, it goes to about the halfway point (blowing out all vents) and then it gets stuck in this position. The next thing I noticed was that if I manually pull the lever all the way down again and pull the yellow hose off the actuator, the lever goes to that halfway point and becomes stuck. If I repeat this step and pull the red hose , the lever doesn't move. Does this definitely sound like it's the actuator? I just want to be sure there isn't a chance it could be a vacuum leak before I buy the part. Last question, Do you literally have to take out the whole dash to replace the mode actuator or can it be done from underneath and through instrument panel opening?
 
SOLVED: I finally found a crack in the vacuum hose on top the engine. Fixed that and the vents moved normal again. Thanks for the help!
