Radio LOC MONO, not OEM

Like everyone else, power was lost and then came back, leaving us with the dreaded GM radio LOC.

My wife's car has this radio:

Troubleshooting wise, I've cleared all codes with a Scan Gauge2, reset the fuse, restarted the battery, yelled at it. And of course, we've tried the typical "Press 3 and 4 for 10 seconds" procedure that's all over the internet. However, that seems to be gear towards this radio:

Any suggestions on how to unlock this? We don't want to spend $50 so the dealership can press two buttons and fix it.

have you tried determining who the manufacturer of the radio is and contacting them?
 
I contact an auto parts store and they simply told me that it's manufactured by Pontiac. Which leads me to believe that they don't really know, since GM is the manufacturer.

However, I found a picture of it on eBay with the manufacturer:

"Delphi Delco Electronics"
 
what year is the car? the radio has no manufacturer markings on the front and you are assuming it is a Delphi based on an image from Ebay?

Yes, I've tried the "Press Presets" procedure many times with no luck. LOC simply remains. The closest I've come to getting the radio working is if I disconnect and reconnect the battery, then start the car. The radio is on for a split second and then goes back to LOC.

When ever I'd read about presets workaround, they generally show the other radio as the standard GM with the LOC function or similar:
