Rear defogger not working!!

I got a 2001 grand am and one of the tabs fell off the defogger. I ended up buying the repair kit from advance auto parts and re attached it and it's still not working I have power coming to it and it looks like its making contact with the grid any ideas as to why it won't be working??
 
I did everything seems to be making contact should I remove it and redo it? Any way I can test it with a multimeter?
 
Set it for ohms, one probe on each contact you should get a reading.

anything other than the zero which would mean a break
 
It sounds like a tab came off the defroster which is a common reason for defroster failure. The auto parts tab kits are great adhesives but lack the silver needed to make consistently reliable conductive bonds needed for high amperage defroster tab re-attachment.

What I would do is remove the tab and bond the it back to the defroster using a Frost Fighter Tab Bonding kit. This kit uses a two part silver adhesive to conductively bond the tab back to the defroster. Google Frost Fighter Tab Kit can be seen at this link.

If you remove some of the defroster no worries. Mask off an area around the damaged bonding site with masking tape. Make sure some of the undamaged defroster is showing. It is a good idea to use two layers of tape. Now mix the bonding material and apply it to the inside of the masked off area. Use one of the kits mixing pads to squeegee the material smooth. Pull off the masking tape. You will have a nice neat shape that effectively rebuilds the damaged defroster that came off with the tab.

Next, dip the end of the tab into the adhesive and position it on the bonding material on the defroster. Remember this adhesive starts to cure quickly (five minutes). Once the tab is in place the highly conductive silver filled epoxy cures quickly and bonds aggressively forming both the electrical and structural connection. Please use heat to cure with a hair dryer, heat lamp or such. 30 minutes to be on the safe side.
