Rocker arm adjustment / loose rods

Still on the 1964, 389. I have the heads on and all stock parts except 30 over on the pistons. Installed push rods and soaked flat lifters. Installed rockerarms and ball and nut. However after tightening down on the nut, the nut bottoms out on the bottleneck stud and the push rod still spins. Also a torque of 20lbs still bottoms out the nut and also leaves me with a loose push rod. Any ideas.
 
with the engine not running the lifter will collapse.
